People’s deputies of Ukraine representatives of central authorities and of Chernivtsi, Lviv, Ivano-Frankivsk, Ternopil, Zakarpattya and Khmelnytsk regional state administrations, as well as trade unions and employees associations participated in the meeting.
Having heard and discussed information of the Ministry of Social Policy, State Employment Center, other central executive authorities, oblast state administrations, parties to the social dialogue and scientists members of the visiting meeting noted that adoption of the Law “On Employment” was predetermined by the necessity to eliminate collisions of its provisions with other laws; refine mechanisms of state regulation in the sphere of population employment and ensure efficiency of using insurance costs aimed at implementation of the employment programs.
In their speeches rapporteurs noted that the law aims at increasing motivation of employees and employers for legal employment, reducing youth unemployment level, overcoming the deficit of possibilities for professional development of a person, etc.
Rapporteurs noted that the law includes the list of new tools to regulate labour market and population employment.
It was noted, however, that in order to fulfill final and transitional provisions of the law, the Cabinet of Ministers approved Organization Plan for preparation of acts necessary for ensuring its implementation.
Representatives of the parties to the social dialogue drew attention to the fact that significant part of remarks of trade unions and employees to these draft documents were not taken into account during refinement.
Attention was attached to the fact that the legislative act did not amend the Law “On Mandatory State Social Insurance in Case of Unemployment”, which significantly reduced possibilities of employers and employees to participate in managing the State Social Insurance Fund for Unemployment Cases.
Analyzing the practice of applying the law, participants of the meeting noted that local budgets have the deficit of funds, due to which public works in 4 of 6 oblasts are at risk.
It was stressed that certain provisions of the law require correction and specification.
Members of the visiting session drew attention to several issues, which solving can improve situation in the sphere of employment.
Following the results of discussion, participants of the session recommend that the Cabinet of Ministers should accelerate consideration by the Verkhovna Rada of the bills on amendment to the Law “On Collection and Registration of a Single Fee for Mandatory State Social Insurance.”
It was recommended also to create interdepartmental group on improvement of law’s provision and to refer the respective bill to the consideration of the Verkhovna Rada.
The Parties of social dialogue recommended trilateral consultations on creation on the national level the coordinating committee on improvement of employment of population.
